The issue of racial profiling of minorities by police is highly-charged with legal, political, ethical and social implications. Racial profiling in law enforcement is defined as stop and search of citizens based on skin color, without valid probable cause. This investigative report examines the issue of racial profiling from the points of view of ordinary black citizens, the police and social scientists who have studied the issue. .
